The short answer
Stay on Free until the work becomes commercial. Then upgrade before you generate the final version.
That is the whole ElevenLabs Free vs Starter decision.
Not 10,000 vs 30,000 credits. Not a longer feature list.
The real line is this: “I’m testing” vs “I’m delivering.”
Free vs Starter
| Plan | Free | Starter |
|---|---|---|
| Price | $0 | $6/month before tax |
| Credits | 10,000 | 30,000 |
| Commercial voiceover use | Not included | Included, subject to terms |
| Best for | Trying voices | Small commercial projects |
If you are still wondering whether you even like ElevenLabs, do not pay yet.
The one rule worth remembering
Do not generate the final commercial voiceover on Free and assume upgrading later fixes it.
ElevenLabs’ publishing guidance says audio created on Free does not gain commercial rights retroactively just because you subscribe later.

So the smarter order is:
Test → choose the voice → upgrade → generate the final commercial version.
That’s more useful than memorizing every feature on the pricing page. See ElevenLabs’ publishing guidance.
Is Starter worth $6?
Yes, if you already have something real to deliver.
No, if you are still experimenting.

Starter gives 30,000 credits. For Multilingual v2, ElevenLabs currently lists one credit per character, so a 1,500-character script generated three full times would use 4,500 credits.
Useful? Yes. Guaranteed production capacity? No. Regenerations and model choice change the math.
AI Bibimbap verdict
Pay when the project becomes real, not when the tool becomes interesting.
Free is enough to find out whether ElevenLabs works for you. Starter matters when the final output needs to be commercially usable.
